Beginning October 1, 2019- The Low Income Home Energy Assistance Program LIHEAP) will be available to disabled & elderly (aged 60 years and older) persons throughout Rock Island, Henry and Mercer counties.
Beginning November 1, 2019- LIHEAP assistance programs will be available to disconnected households and families with children age 5 or under throughout Rock Island, Henry and Mercer counties.
Beginning December 1, 2019– LIHEAP assistance programs will be available to the general public throughout Rock Island, Henry and Mercer counties.
Assistance will be available through May 31, 2020 or until funding is exhausted. Income eligibility requirements apply, you must be at or below 150% of poverty.
Customers must bring all required documentation when applying for assistance including: Proof of gross income from all household members for the 30-day period beginning with the date of the application. A copy of their current heat-related and electric bills issued within the last 30 days (if they pay for their energy directly). A copy of their rental agreement (if they are renting) showing that utilities are included, the monthly rental amount and landlord contact information. Proof of Social Security numbers for all household members. Proof the household received Temporary Assistance for Needy Families (TANF); AID to the Aged, Blind, or Disabled (AABD); or other benefits, such as Medical Eligibility or Supplemental Nutrition Assistance Program (SNAP), if receiving assistance from the Illinois Department of Human Services.

*Starting November 1, we will be offering the PIPP (Percentage of Income Payment Program) to Ameren IL, Nicor, and ComEd customers. Under PIPP, eligible households pay a percentage of their income, receive a monthly benefit towards their utility bill and, arrearage reduction for every on-time payment by the due date they make, if applicable. PIPP applications will be taken on a first-come, first-served basis each month until available funding per county, per utility, and priority enrollment period is met. The program will continue until December 31, or until available funding is exhausted.
