A Mercer County convicted murderer has been discharged from the Illinois Department of Corrections. 61 year old Glen Hipkins was paroled in May of 2012. He had been in custody since April of 1978 for killing an elderly gas station attendant in Keithsburg. The discharge notice was announced today by the Illinois Department of Corrections’ Victims Services Unit. At the time of his parole in 2012, Hipkins wanted to relocate to Missouri and was not allowed to return to Mercer County.
The former Seaton man was sentenced to 50 to 150 years in prison for first-degree murder in the September 1st, 1977, beating death of 87 year old Frank Layhew during a robbery attempt. Hipkins was 19 at the time.
